Legal framework
Your obligations as a waste oil holder
As a holder of industrial waste oils, you have precise regulatory obligations. CILA knows them and guides you.
Installation Classified for Environmental Protection
CILA operates an ICPE-authorised site for the receipt, storage and treatment of waste oils. This classification guarantees compliance with the strictest environmental standards.
Transport of Dangerous Goods
Waste oils are classified as dangerous goods (Class 9, UN 3077/3082). All transport must be carried out by an ADR-approved carrier with compliant transport documents.
Extended Producer Responsibility — since Jan. 2022
The lubricant sector has been subject to EPR since 1 January 2022. It guarantees free collection, traceability and priority for regeneration over energy recovery.
Holder obligations
Separate storage by oil type, prohibition on mixing, notification to approved collectors, compliance with storage volumes according to your installation.

Each collection generates several regulatory documents. Here is what you need to know.
Document describing the nature, composition and characteristics of the waste. Mandatory for all dangerous waste. CILA provides a template.
Technical data sheet for the original oil. Provided by your oil supplier. Completes the WID to characterise your waste.
CILA's contractual commitment to accept your waste oils after compliant sample analysis.
Regulatory document accompanying each transport of dangerous waste. Traceability from origin to destination. Can be dematerialised via TrackDéchets.
Confirmation of receipt and treatment performed on your oils. Closes the documentary cycle.
Prohibitions
What must never be done
The law is strict on waste oil management. These prohibitions apply to all holders.
- Mixing waste oils of different types or with other waste
- Discharging waste oils into sewers, waterways or onto the ground
- Burning waste oils without specific authorisation
- Entrusting your oils to a non-ADR-approved collector
- Transporting your waste oils without a WTN
